I dont understand what it is we are being asked to see/compare?
The regular frigate, and war frigate have similar sail configurations although the regular frigate does not have the front sail (it has just a mast) that the war frigate has. The war frigate is a larger version of the regular frigate with front sail, larger sails, more cannons, and heavier build to take more broadsides/damage.
I re-read several times, and think i've concluded that we are looking at the tail/steering sail, and the fact that on the regular frigate it shows as being up when sails are otherwise taken down. Is it taken down when the War Frigate is at rest?
May be a bug/unintentional, but the sail in question (assuming its that small aft sail) would supposedly be up/flown for maneuvering/turning, and not supplying forward/backward thrust/momentum, and thereby always being flown.
