I'm awaiting for ship PvP. Granted, all points dedicated have only been alloted on my Test Pirate (not on a Test Server, mind you). My other pirates have a sitting wealth of skill points, namely the namesake League, who has sailed alot with the Gads (Yea Yea!).
According to its description, it disables an enemy.
