Well you have to make it by using photoshop or just a basic paint program. What ever suits you. Then you save that as a jpeg or some toehrs but i like to use jpeg. Then go to your user cp thing and go to the avatar thing on the left. Then near the bottom theres a place were you can browse for your picture and then click submit and there you go.
Actually i have a question, who or how or w/e do u submit to? better question is how do yo submit it? Are you guys just going through every avatar and picking the best? That would take time..
