I didn't start the BP quest at all until I was level 33. Made things SO much easier.

I found that leveling weapons was much easier if I didnt quest (quest points never diminish), and that having those teleports later in the game made questing alot easier. This basically dictates my approach to building a pirate. Obtain basic skills, work on mastering them. Do all teleport, and weapons quests. Level with the old, and new weapons, once I get all the teleports, its time to start the regular questing.
Get bored with leveling in the middle? Do the tattoo/jewelry quests to break the monotony.
