Ive seen this happpen a lot but ive heard rumors that say that your ship is still at sea and until it gets back you cant repair it. This would be considered a glitch but the only way to fix it is to wait for the time of your ship to end. Next time this happens, check the dingy to see if your ship is still out at sea.
