Johnny McVane in the seedier Tortuga bar offers the same quests as Josie. You can double up and get twice the gold for each quest. Just decline each quest that comes up until you get one you like. You can repeat these quests as many times as you like (once per login). As for Sam Seabones, the only quest I've gotten from him in a long time is killing 2 skeletons for 25 gold. This is also indefinitely repeatable (once per login).
Bartholomew Watkins in PR (leave Royal Anchor then go left once through the archway) gives repeatable sailing quests (once per login) but you don't have to sink what he requests to earn the gold.
