Well in this case, unless you intend on upgrading to an unlimited account, you should be able to "Drop" the quest, by clicking on it in your Journal, and then clicking the "Drop" button. Poker tables are limited to Unlimited access pirates. The quest obviously is not unlimited only, but if that was indicated, they forgot that you have to be unlimited pirate to fulfill it.
