Is there a good place to hunt Witchdoctors? I only found them in Port Royal and they were surrounded by other high level dudes. I am a lvl 10 so unless I have a gang with me I am in trouble in there? I heard the graveyard in Tortuga might be a good spot?

Try the Misty Mire. There's a spot or where they spawn (alternating with something else...can't think of what the other one is ATM), and they're by themselves. It's just past the group of four undead on the main path, up on the platforms on the right.
