You can drop these quests at many of the various stages, having received the notoriety rewards, and then redo them!!! (you can do this over and over and over) as long as you do not complete them (return to quest giver for final reward).

That is an excellent suggestion! I wish I'd thought of that before I finished most of the jewelry and tattoo quests.
Gotta keep it in mind for the future though.
