Believe me. There are very low level players that are unguilded. Just because you haven't seen them, doesn't mean that they don't exist. How many people played the game for one day before jumping to upgrade to Unlimited Access? There are recruits out there, but you have to be patient. Also, consider how you're approaching your recruits. Are you just asking them if they would like to join? If you are, no wonder they say no, they know nothing about you, about the guild, what the purpose is. However, a nice ice breaker is to help with a quest or two and then ask them if they were currently looking for a guild, searching for a home for their pirate, etc. Something like that. Just keep away from the random invites, they rarely work, and when they do, you really don't want that sort of player. Odds are, they'll leave just as quickly as they came if another offer comes up.
