Where did you get that idea from?? A GM can for sure establish a guild activity, via DxD or a guild site.
Help is something we have to offer but it's not ALL we have to offer.
Look at my signature, I'm Guildmaster and I have a signature about a Guild war fleet, meaning and proving that raids/war fleets can also be known by the GM.
