1) When I started the game, you could just buy them. I don't think all the training things are ready.
2) I got my dagger and doll before this silly training thing started up. I can never seem to find Tia Dalma again.
3) I'm level 6 Cutlass the skills I have are: Hack, 2 Combo Move, and Cleave (3 combo move, I got it at level 5) I also have the spinning attack all enemies move, and I had a chance to get a passive skill that gives me a 1% chance to parry (dodge) enemy attacks. I think skills open up as you get there precursers (SP?) to high enough levels, not just as you level up Cutlass.
4) I haven't check, but I think Notoriety does give you more health points. When I was level 5 notoriety I healed 10 damage per heal, but when I got to level 6 it was at level 20 - I guess so you don't spend forever trying to heal your higher health.
