Well ive seen this happen before with other games. It usually means that wherever the video settings are located, there is some corruption (or bad setting). Maybe you could remove the game_options.txt file from the folder and see if it resets settings.
Unfortunately other than that, uninstalling/reinstalling the game is all I can think of that might clear it up.
