The best way to find out who has the most high level players would be to check out Disney's DXD pirates page. I think there is a link here somewhere for it. It not there is a link on the Pirates Online main page.

Last time I checked Emerald Sea Gang or Pirate Guild 6 as they are listed on DXD is still the largest with over 400 members listed. Whether all are still active or not there's no way to know.

Several guilds that have sub-forums on here have many high level members. Bad To The Bonez has over 20 mastered pirates but many of those are second, third or even fourth pirates of our members.

Plenty of great guilds in the game to join up with. Partners In Crime, Elite Circle, Black Barts Krewe, Seafurys (they don't have a subforum here) and our own Bad To The Bonez are the ones I'm most familiar with but there are many other good guilds out there. Search around and find the one that fits best for you.
