I went in to see Will Turner, again, and kept going back to him. The quest then came up! The unknown townperson is Will Turner! Like finding the teeth and the Rogues, you have to kill Navy people to get their medals. So far, I did not get any from sinking ships, even when I killed a Navy person on board.
