When you get any Treasure (Teeth, Item, Collectable, Figurine and the like) you are awarded 25 REP no matter what - its a Bonus for finding a treasure...
That is how some Basic Members get past the L12 Noriety - Treasures add 25 REP no matter what (though at basic L12 - your limited to treasures you can find so its a LONG process...)
