I have seen players do it in less that 4 weeks... though the conditions for every moment they played (large crews always for big bonus, weapons levelling as much as possible without storylines using the Hi REP Techniques, obviously 4-6 hours at least available playing time every day).
The average player knowing REP Skills and playing moderately (1-3 hours a day / 4-5 days a week) can do one in 2 1/2 to 4 months.
The average player NOT using REP Skills to their fullest will need 5 possibly 6 months.
