There are 4 voodoo dolls available.
1 is given you to free upon unlocking (wooden doll)
The Cloth, and Witch dolls are purchased from Gypsies (Lucinda, Fabiola, Bev Romany, Valentina)
The 4th "Pirate doll" you must quest for, you will receive that quest at Voodoo Doll level 15.
Shane McGreeny is in the Royal Anchor tavern in Port Royal.
