ok, im pretty sure the basic notoriety cap is 12. HOWEVER.
That just means thats when you stop receiving notoriety points for weapons/quests.
If you find "treasures" you still get 25 notoriety per treasure, allowing the basic members to achieve higher notoriety. Notorietys above 14 with a basic pirate generally mean they had an unlimited account before.
