If a pirate calls you noob because you're a young pirate then they don't know what they're talking about. Newb is short for newbie, meaning new pirate and wasn't designed as a cut, but more of a descriptive word for new player. Noob came along afterwards from people who couldn't spell, and has since been used as a descriptive word for players acting clueless and doing things that mess other people up.
We're all newbs at one point, so being called that shouldn't be necessarily a bad thing.
Personally I don't like name calling, and don't approve of guild members doing it. I have but one rule in my guild and that's "Respect all pirates in or out of the guild". However, the name calling thing is hard to enforce as I can't be everywhere all the time. But I try to lead by example as do most of the officers.
But when you think of it, noob and newb are basically the same thing, and both stand for newbie, or new player. Some people use it for other things just because they have no idea what they are doing. So next time someone calls you a noob, and you're a young pirate, just tell them, "why yes, I am a new player, thank you for pointing that out."
