becasue all the quests that they give at lv 15 are for a type of that weapon(like rusty cutlass,iron cutlass, steel cutlass, fine cutlass, pirates cutlass) those are all to increase damage and nades you dont use a speacil weapon if you dont understand what i mean you should ask someone else because i am not very good at explaining
