It doesn't hurt you more than it hurts an enemy as a rule of fact, and the fact that it doesn't is a rule of fact. It doesn't always, and that is always true.
Since the amount it robs from you is set in stone, though the amount it takes from an enemy isn't, you'd have to max it to see max effect.
I think it's somewhat useful always, though it's best as a closer as the amount it takes from you is smaller, and it is closer to the enemy's... desolation.
Oh, one more thing: something can't be sometimes useless. If it has a use at one time, then it ain't useless.
