Yes if your pirate was made that long ago, then you would have to restart to get past that, thats what i did and was fine after.
You could start another pirate of course, only took me a few hours to get to gibbs task when i restarted, however it dont get you much futher down the line tho

On the Voodoo Part, no one knows when you will get to train Voodoo doll, again older pirates have it, just like dagger, but it was official changed so that u would have to earn it, rather then buy it. Most beleive it will come after you've rescued the Black Pearl, or just before maybe.
