Open Fire bug, is it still there?
With my last character I spent very valuable XP's on 'Open Fire' in my sailing options to find that every time I used and then left the helm of the vessel I would be locked out of the helm with 'you are not part of the crew' or some such nonsense. I have not checked recently but is this still the case?
