Gold really tends to happen in two areas without cards:
1) When you get your staff and you Level It at Kingshead at L30
2) When you start doing large ship quests (starting around L23-25)
In both cases I found I didn't need to play any cards on Pirate #1 and got my War Frigate soon after L32...
But - for the card crafty out there - Blackjack is faster at a lower level (but you still need lots of cards, so I find you can't do this method until the late L20's anyway - and the staff starts filling cards in as well once L30 is reached).
