I think this would work much like the quests that use dig spots. If you have a quest in your journal that is relevant to that dig spot you start digging when you you hit shift. Otherwise you get a message "Nothing interesting here." Same with the buried gold if it is your gold or if you have been given a "map" (could be a code much like those used for guilds) then you can dig, otherwise you get "nothing interesting here."
I suspect that the hard part to program would be making it possible to use the dig spots for burying treasure. Once that is done, giving others permission to dig it up would probably be relatively trivial.
There are any number of ways to implement this and I think it would easier to add to the program then most of the improvements suggested for the game.
Another possibility is you could make guild activities with it, like a guild treasure hunt where a pirate buries the gold and gives participating guild members the code for it and then gives them hints as to where it is.
