I found two methods that work well for me. First, if you go in the cave on PDF near Fort Dundee and walk near the left, across the lava lake there are usually 2 brigands or grenadiers (around level 15ish) and 2 soldiers (around level 10). I just bomb them and they float across the lava to me, which makes them easier to hit. I have also recently went to Cutthroat Island to work on a quest, and my grenades seemed to be leveling fairly well when I bombed some of the Spanish skeletons on the island.

And before anyone disagrees, it does work, on that small section, you have to be right there in the certain spot, and they WILL come through if you move right or left even one step. So maybe it was fixed for the fence itself but not the posts? I dunno, but I was glad to get them out of the way so I can move my lvl 28 to 30 and get my staff. Happy hunting!
