First, read the journal carefully, it will tell you were to look.
The wiki link you pointed to, says its on Rumrunners Isle, and after finding it you return to Olivier. You were right about what the "Spoiler/Notes" section said. I have corrected it.
There are a few dig spots on Rumrunners. One is in grassy area near the Rumrunners cache (door on ground). Dont have any direct instructions, but that is where it appears you need to search Rumrunners Isle, then return to PDF, and Olivier.
