If the IP address is used to block access it will cause unlimited problems for those players who do not play thpough a fixed IP!
Imaging trying to login and finding you cannot because your ISP DHCP server has allocated your router/modem an address that has been blocked by Disney (or any other online service that you want to access) IP blocking for such a reason is not really a suitable or bullet proof solution.
