I myself have a Light Frigate and a Sailing Level of 8, currently. My cannon level is 4, which I assume is pretty bad considering my level 17 notoriety.

I am also displeased with sailing all together in phase 2. I find it impossible to sink anything over a level 15 by myself, and even level 10s are more and more difficult on a daily basis. I'm currently on a task where I need to sink a skeleton ship to get cursed wood for Fabiola. I can't even take the skeleton ship's life bar down 1/4th of the way, which is becoming a real pain. I've been training for two days now on "smaller" ships, hoping to get my sailing level high enough to upgrade my side cannons, being all I've upgraded with sailing is Full Sail.

Maybe I'm just not trained enough, but high level ships are the spawn of all evil during the time I have to play POTCO.
