The quest is to beat an enemy on all 13 islands. The other 12 islands complete, its just Kingshead which is bugged like many quests prior during Beta. I used navy soldiers on Padres and Port Royal so it doesn't have to be a *creature*. Problem is, its just not registering to complete for Kingshead. Very similar to prior bugs.
Also, level 30+ and the voodoo staff might currently be high end play, but not for long. I expect to see many running around within a few weeks. A bit quicker than Beta II as the main quest wasn't as buggy.
This is getting stupid now.
