Usually these do end up coming down to a graphics issue, however maybe it could be a corrupt file.
Have you uninstalled (ie completely deleted the game application) and reinstalled? Do an uninstall through Vista's control panel, etc and verify afterwards its completely gone by checking its folder: "C:\Program Files\Disney\Disney Online\PiratesOnline" Not sure if its any different on Vista or not though. Delete it if its there, and then Reinstall the game.
