I actually remember seeing something during beta 2 on the POTCO website about disguises.

One person asked if we'd be able to be on the EITC or Navy side, and a developer replied no, but... that they plan on adding in advanced quests to get navy/eitc disguises to complete other quests. I think this would be a great addition to the game. Not only that, but I think a short cutscene of my pirate getting a lecture from an EITC officer would be funny.

And for those that want to know where it is, I'm actually not sure. When I was in beta 2 it was in the Player Q & A, but I think it might have been deleted. It's probably because the question was asked before the game launched, where as all the new questions are after the game went live.
