I've noticed that, too, the last couple of times I've been to Kingshead. Didn't the guards at the door used to be all level 20 and under?
And that room... oh man... I discoverd that room after I had finished the quest on my first character, so I was really anticipating all the easy crate and barrel searching to be had in there on my second character. Imagine my disappointment!  LOL
