Usually no more than 2-3 minutes. So far this tactic has worked for me:

Cast out as far as you can, let the lure sink all the way to the bottom, below the sharks. If you casted well, the sharks will not be able to get to the lure. The number meter needs to be 80+ otherwise it is very unlikely you will catch a legendary fish.
