It sounds somewhat similar to
Taskmaster -- except it speeds up the recharge rate of sailing skills (like
Full Sail and
Come About) for a set period of time, rather than by a certain percent.
I'm guessing that "cannon skills
for the ship" means that the recharge rates for
your crew's cannons are also given a boost for that period of time.
FYI, it's the last circle under Ship Maneuvers (after
Take Cover), but, as
Ironhawk mentioned, there's no indication at what level it might unlock.
