Old why doesn't the navy help with invasions

If you take in a historic and realistic view, the British Royal Navy was supposed to be the strongest force in the seas of the time.

POTCO should really dump the mindset that they're lazy. It is a MILITARY for crying out loud! Let them protect the island from the undead! Didn't they do that against the Black Pearl?

And the whole "bandits" is idea is stupid and unrealistic. Bandits here = Robbers of the sea = Pirates! The Navy may be the corrupt, but their smart enough to tackle their own problems. And if they're allied with us in CD, why not Invasions?

On the account of Navy/EITC Invasions... Maybe not a full-scale war... Something like small raids "on hideouts of people outlawed under the jurisdiction of his Royal Majesty" or something would suffice.

This doesn't happen during the 2nd or 3rd movie, where you can find that Elizabeth turns into a pirate. She becomes an escaped convict only after the arrival of Beckett. And during that time it's quite obvious that she didn't re-enter the Guv mansion. Even if Elizabeth was a pirate during this time, the first they'd be ordered to do (by Beckett, seen in a scene in DMC) would be to HUNT her down.
