Sorry to say, but this would simply not work as well was sea Bounty Hunters. Bounty Hunters appear based on how much Cargo you have, and the quality of that Cargo, whicch means you probably won't encounter them unless you're looking for them. With land combat it would probably be based on how many enemies you kill, which is great if you want to be sent tto jail every five minutes when you're camping at a boss in a location FAR frm the nearest jail for example, and don't even get me started on quests!

And Seaking, in my opinion Land Cambat is really easy... If you are a high level, remember I have been to jail 870 times for a reason!
