Just to broaden my answer, between Padres and Tormenta. The Harbinger spawns around the swarm of boats near the Tormenta/Cuba area.
Oh, and you're welcome for the help. As to being lit a long time, there is a bug that happens if you change to a cannon while you're ship captain. It causes it to stay that way until you dock or use it again, but you can't add skill points Chris. ^^
