Loot Chests!

I have been having this a little thought in the back of my head for a while and finally decided to post it here

Almost everyone that have been doing any real looting have come across skull chests with famed and legendary items. But then I was reading another post here on the forum and realized the rating never goes over 3.

Could that mean that, if the game gets any updates soon and doesn't lose their players we might get better weapons or gear that would get the rating 5? Like super duper legendary weapons? Something involved with the next story chapter or new enemies in the game?
