I highly doubt they will ban players from exploring all islands including Raven's Cove however they get there. Now if the issue is to determine how those permissions for your friends, crewmates, and guildmates to teleport to you can happen, then you might have a legitimate case. The only question is how? Is it like Captain's Permissions for boarding, or something like the Advanced Options in crew? I would think the latter could be done for each player.
Even then, they may not do it. So the most you can do is hit Ignore button and not hear their cries for "HHEEELLLLPPPPP!!!"
Let them earn their sweet reward trip to jail.
