I believe that they have changed it to level 23. The only reason I say that is because on test I got it much earlier, level 12 maybe and then i was playing my character on the test server and recently got to level 23. I was looking in my journal right after I turned level 23 (hoping to see Kingshead teleport) to see Padres on there once more. Even though I have finished the quest (and some time ago) I believe that it was changed to 23 sometime in the interim and that is why I got the quest again.

I also got it at level 23. I am stuck with finding that "eye of something" in a buried treasure. I have no idea where on Padres it is. Anyone have any suggestions?
