I have had problems with others not seeing my chat too. . . a couple time a low level player has asked me for help and when I tried to reply (repeatedly) they never saw my answer "sure what do you need" so they teleported away. . . I hate that, makes me feel like a . . . . . well, you know . . . how do I fix a problem like that it has happened with the plus on and with it off. do I need to contact support?
