There are two such places in Tortuga in the whole questing venture. Depending on what stage of the quest you are on.

First one is in town. When you go to Tortuga, and walk through the front town entrance/arch, the door on your immediate LEFT (very first door) is the place your looking for. It calls itself "Trading Co." when you approach the door. There will be a navy guard of sorts there, be prepared, you'll probably have to defeat him to get to the desk.

The second one is in "Thieves Den", which is the cave at the back of "Wildwoods". There is a fortress in the middle that has a building with a desk in it as well. There are several navy guys patrolling the fort, and there is a decent level navy guy, and an eitc guy guarding the door of the building you need to get into to access the desk, which of course, is also guarded by a few EITC guys (inside).
