I think that's sort of true, but I personally would like to get something for grinding away for weeks and weeks to master everything (personal satisfaction is great and all, but something tangible would be much appreciated... ).

I would go the route of "Master" items; when you master a weapon, you're given the Master version (well, you'd have to go pick it up from whoever...). I wouldn't even necessarily want it to be able to do anything extra (why would it need to?), just something that looks cool and is a special reward for spending countless hours leveling.

Not quite sure how the cannon would work...but having a Master War Fleet would be way cool, IMO.
