what should be the max notoriety for pirates?

well if level was pushed up to 80 and the amount of exp lowered for each level and weapons skills raised 50 also the boat also being raised it would be more interesting and more fun you level in 2 months and thats all there is most will quit sooner are later if there isnt nothing to do.
like me my other character is level 37 and my unlimited access is run out so i cant do nothing but chat with it .
So i never hardly get on it any more except if i want to play blackjack.
Im just undesided on if i really want to sink a lot of time into that account using a 90 card on it with only 3 levels to max.
starting another character isnt really what i want to do on this account.
