I'm still working on Chapter 3 quests. They originate from Elizabeth at the governers house. Right now I'm doing a Jack Sparrow quest to help round up his crew and liberate the black pearl. I'm also working on a Will quest, which also started from Elizabeth.
You might just want to wander over to the governers house and see if Elizabeth is there.
