Update on these quests:

It seems that when you had many steps completed under a certain Quest, you had to finish them all before the quest would advance.

NOW....you don't have to have completed them all to advance the quest. When I logged into the game last night, I received an "New Quest!" icon on the screen. When I visited the NPC that wouldn't allow me to advance...all the completed quests that showed COMPLETE! gave me Reputation and disappeared from the list...as they should. Now I only have to win $40 at Poker to complete the quest! Yay!

This also clears out 3 quest slots so I can advance other quests that ran out of available slots for updates to those quests.

Check the NPCs you had problems in the past. They may be able to advance your quests now!
