Yeah I was thinking about the cost amounts after I posted. I think you could be right. It could also be that different ports and Inns would have special named npc mercs to hire, via quest chains + cash. For example, on entering the Faithful Bride inn in Tortuga, you spot a named NPC who offers a legthy quest in order to hire him on. At the completion of it (The final step of the quest being bribing him for a very large sum of money) he/she joins your crew.

About the Physician and Cook. I was thinking of them based on PVP/ and Flagship boardings. Can't tell you how many times I've had another player join my crew who was 10 levels below the average flag ship crew, who gets wiped out. Might help them survive a bit longer.

Ahhh yes, forgot about flagships. Yeah, I know what you mean, that would be pretty handy.
