Tortuga is meant to be a town thats full of piracy and EITC and Navy Guards set immediately to rebuilding Tortuga, what the heck? It's a pirate town not a bustling metropolis like PR, what would pirates want to do with EITC, apart from knackering them. Tortuga's new layout is better than the last one though, but the storyiling is dodgy
